Respected Sir!

Miss Pannell presents her application to Mr. Bennett hoping to receive some employment in the State Department.
Miss Pannell’s case is one of stern necessity, she is a “refugee! From Norfolk, where she was a “Prisoner of War for 9 month’s, and as she has lost her “all” by this unholy war, she now seek’s assistance from the Southern Confederacy.
Miss Pannell is an Orphan, and entirely dependent on her own exertions.
