- notes: Address of the resident governor opening the Assembly session, setting out the legislative priorities of the imperial administration. Here Gooch reported opposition to the tobacco-inspection law of 1730 in England and so recommended amendments to the Assembly that would counter that opposition, as well as limit the act's negative effect on small planters.
