  Evidently issued after publication of session laws for the Assembly of October 1784. Signed in print by John Beckley, Clerk of the House of Delegates on March 4. 1785, this item is a report on the deliberations in the House and in a conference committee with the Senate (December 30 to January 5) over "An engrossed bill for enabling the British merchants to recover their debts from the citizens of this commonwealth." That amended bill was not agreed to by the Senate before the Assembly adjourned on January 7, 1785. Beckley included a second bill, "an act to amend the several acts of assembly concerning naval officers, and ascertaining their fees and the duties payable on goods imported into this state,” as an addenda to his extract as that bill suffered the same fate as the first reported – passed by the House alone and so not formally enacted or included in the published session laws.
