• notes: Sheet lacks printer credit; credited to press of Dunlap & Hayes by Evans, so the attribution here. However, it may have been produced by another Richmond press, as Dunlap & Hayes were then struggling to retain the public printing contract in the face of negligence charges, with much public work incomplete; they lost that post to Dixon & Holt in May 1786.
  Passed by the General Assembly on January 16, 1786, the act was slightly amended version of Thomas Jefferson's 1779 proposal; it was ushered through this session by James Madison.
  Title is a bilingual imprint, with French text on left-hand pages (verso) and English on right-hand ones (verso); evidently designed for distribution in France as well as in America, as Jefferson was then minister plenipotentiary to the court of Louis XIV in Paris.
