- issuing_press: Uncertain.
- author: Virginia. Council of State.
- notes: Sheet lacks printer credit; during the Assembly of October 1787, the responsibility for printing official documents was split among the three Richmond presses conducted by John Dixon, Augustine Davis, and Thomas Nicolson; Dixon was officially the public printer, having become the sole holder of that office on the death of partner John Hunter Holt in June 1787, but his press office was plagued by production delays, hence the division of the public work.
