Sheet lacks printer credit; Evans attributed this title to the combined presses of John Dixon, Augustine Davis, and Thomas Nicolson, who had produced the substantial set of session laws enacted by the Assembly of October 1787; that combination resulted from the production delays that plagued Dixon's office during Assembly sessions; yet, Dixon readily produced items required by the executive branch during the intervals between sessions; thus he had little problem in completing this one-page set of laws and the very short house journal that accompanied them in fulfilling his role as the public printer.
