• notes: Congress met from December 6, 1790, to March 3, 1791, at Congress Hall in Philadelphia, its first meeting there; it was followed by a one-day session of the 2nd Congress on March 4th.
  As with the two preceding sessions of the Assembly, the October 1791 meeting ordered the printing of the acts and journals of Congress for that year; previously, they were printed by Augustine Davis, but in April 1791 he was named the public printer after the death of the incumbent, John Dixon; so this time he subcontracted the commission for the laws to John Dixon Jr.; Davis reported to the governor, Henry Lee, that the laws were ready for delivery on December 16, 1791. However, neither Davis or Dixon produced the journals for this session of Congress, and Swem reports that the journals of the U.S. House and U.S. Senate were not issued as official state government imprints in Virginia after 1790.
