- notes: Resolve also directed the state's congressional delegation to argue for and gain enactment of a constitutional amendment to effect the resolution's purpose; the first session of the 3rd Congress began on December 2, 1793, and agreed to such an amendment on March 4, 1794; that amendment was ratified by the states in February 1795 as the 11th Amendment.
