  Sheet lacks printer credit; Hummel erroneously dated this to 1799, but it was issued before year end; Evans mistakenly attributed this title to Augustine Davis; however, a year-long assessment in 1798 of into his performance as public printer led to his removal from office in early December for having failed to distribute an adequate number of public documents to satisfy the needs of western (largely Jeffersonian) counties; the Council of State replaced Davis on December 9th with one of their own, councilor Meriwether Jones of Augusta County, who immediately engaged John Dixon Jr. as his print-trade-partner; the new firm of Jones & Dixon held the post until May 1799, so the attribution here.
