- notes: A lengthy memorial from disaffected residents of the western counties of Monroe and Greenbrier that was presented to the Assembly on December 4, 1799; they asked for relief from taxes assessed under an act of the 1796 Assembly (Chap. LX) and a reunification of Monroe with Greenbrier, which had been separated by an act of the 1798 Assembly (Chap. XLI); the 1799 Assembly tabled the petition and took no action on these grievances.
