Sheet lacks printer credit and date; only recorded copy held in the state archives at the Library of Virginia is dated at end in manuscript "Dec. 16, 1799" by a clerk of the House of Delegates, indicating date of submission, and so of production; as the petition text and the signatures affixed refer exclusively to Alexandria, this sheet almost certainly issued there.
