• notes: The Assembly instructed Mason and Nicholas to pursue the repeal of the Alien & Sedition Acts, as well as to force reductions in the military expenditures of the Adams administration that allowed it to maintain a standing army and navy, so returning responsibility for national defense to the militia of the various states, as during the Revolutionary War.
  Sheet lacks printer credit and date; the House ordered this document printed on January 20, 1800, as part of the Communications on Virginia Resolution with Committee Report thereon (1800.002), which included the Communications of Several States on Virginia Resolution (1799.065) and a Report of Committee on Communications on Virginia Resolution (1800.001); that title carries the imprint of Meriwether Jones, then printer to the Commonwealth.
  Evans erroneously attributed this item to the press of Augustine Davis in 1798; yet, Wilson Cary Nicolas was not appointed to the Senate until December 5, 1799; moreover, the record of the House journal for the printing of this document shows that this is an 1800 imprint.
