Westcott asking for contract to print the laws of each Assembly session as a way to speed their distribution; that context clearly makes this broadside one of their imprints; it is dated at end in manuscript "Dec. 8, 1800" by a clerk of the House of Delegates, showing date of submission, and so of printing.
