- imprint_number: 1803.032
- title: Circular: Richmond, October 17th, 1803. Sir, As the 30th section of the act "Concerning Slaves, free Negroes and Mulattoes" enacted, "That no Slave shall be codemned [sic] unless all the justices sitting upon his or her trial shall agree in opinion that the prisoner is guilty, after allowing him or her counsel in his or her defence;" and as ... these requisites of the act have not been fully complied with in some cases … John Page.
- sequence_number: 32
- year: 1803
- place_issued: Richmond
- issuing_press: Samuel Pleasants
- author: Page, John (1744-1808), governor.
- notes: Circular informs clerks that the unanimity of the county-court justices must be shown in the official record sent to Richmond before an execution order would issue from the executive.
While such letters were usually printed by the public printer, this period marks the beginning of the substitution of Pleasants for Meriwether Jones in that office; from summer 1803 until March 1804, Jones was titular printer but often subcontracted work to Pleasants, as here.
