- notes: This bill proposed changes to the existing process for selecting Virginia's delegation to the Electoral College in conformance to the Assembly's resolution of December 28, 1803, to ratify the Twelfth Amendment to the U.S. Constitution, in order to avoid a recurrence of the tie between Jefferson and Burr in the 1800 election by forcing discrete votes for president and vice- president; that amendment was ratified on June 15, 1804.
No copy known extant; Swem recorded title from an order from the House of Delegates to the public printer, Meriwether Jones, on January 2, 1804 to print copies for use during their deliberations. An amended version of this bill was enacted into law on January 21, 1804 as Chap. CXII of the Acts of the December 1803 Assembly.
