• notes: Translation of a French essay (Mémoire justificatif du Général Moreau) that was published after Moreau, formerly one of Napoleon's principal marshals, was banished from France on trumped-up charges treason against the emperor lodged by his opponents in the Army.
  Gray had been recently brought to Norfolk by Cowper, a virulently anti-French merchant, to assist him in conducting his new Norfolk Gazette and Publick Ledger as a vehicle for sharp Federalist criticisms of the Republican administrations in both Washington and Richmond.
  Imprint states: "Printed and published at the Office of the Publick Ledger. 1804," so clearly marking this title as a joint publication of Cowper and Gray.
