• notes: Apparently issued in response to the vigorous public debate attending several recently-proposed amendments to the U.S. constitution, some successful, as in the 12th amendment that altered voting in the Electoral College, and some not, as in Northern attempts to repeal the "three-fifths" clause governing census counts for apportionment and taxation.
  The preface [iii-viii], dated June 1, 1805, at Richmond, reports that copies of the first edition of this report – published in three volumes by Robertson in Petersburg (1788.028, 1789.018, & 1789.019) – were in demand and "not to be procured. A second edition has been for a long time loudly called for." That earlier edition had not been corrected from the stenographer's notes, but this revised edition had been so adjusted, and recast into a single volume.
  This new edition was a joint venture between the Republican press of Ritchie & Worsley and the Federalist press of Augustine Davis; unbound printed sheets were evidently distributed throughout the state, as the copy held by the American Antiquarian Society was bound by Robert Gray of the Alexandria bookselling firm Robert & John Gray.
