• notes: The Assembly of December 1804 heard numerous complaints that the James River Company was more interested in paying dividends to its investors than in improving navigation of the James through the capital; as a result, it enacted two measures (Chaps. XXX & XXXI of Acts of December 1804 Assembly) to address the issues raised: the first to limit the percentage of profits that the company's directors could pay out to investors, the second to induce the company to complete a canal from Rocketts Landing below Richmond to Rock Ledge near Westham by allowing it raise tolls once those locks were completed. This report appears to have been produced during that session in answer to the questions raised, and to assert a need to extend the deadlines set in those acts; the company received such an extension for finishing the work in the December 1805 Assembly, probably with the aid of this report.
  This item lacks a title page, and so an imprint; title here is opening lines of the report; as the majority of directors signing this report were Federalists, particularly Richmond merchant Robert Gamble, it seems most likely that this issued from the press of Augustine Davis; the typography is consistent with that seen issuing from the Davis office at this time; however, the office of Samuel Pleasants, then the public printer, had recently added a third press to its capacity, making it the most frequented job-press concern in the capital, and their work is often indistinguishable from that of Davis; hence the indeterminacy here.
