The petitioners wanted restrictions on the itinerant business practices of such merchants; on December 6, 1806, the General Assembly considered petitions from Bedford, Campbell, Culpeper, Gloucester, and Spotsylvania Counties on this subject and promptly rejected all of them that same day.
