This session enacted significant changes to the way that ferries were authorized in Virginia, delegating the task to the state's County Courts and City Councils (Chap. XXV of the Acts of the December 1806 Assembly); this petition was the second asking that the court in Norfolk be allowed to establish a particular ferry across the Elizabeth River (see 1805.066); the law allowed all such local administrative bodies to do so at their own discretion.
