- notes: Distributed in response to the Chesapeake-Leopard incident off Norfolk on June 22, 1807; two weeks later, President Jefferson issued a proclamation asking that 100,000 militia men be organized for a possible mobilization against the British; William H. Cabell, governor of Virginia, did mobilize the state's militia as part of that contingency; this circular letter tramsmitted that directive to the fourth division.
This title lacks imprint; printing such items was the responsibility of the public printer, then Samuel Pleasants, so the attribution here. Only known copy held by the Virginia Historical Society, who ascribes authorship to Henry (Light Horse Harry) Lee; however, the ardent Federalist was not then a commanding officer among the militia's Republican leadership.
