• notes: During the December 1807 Assembly, a committee of the House of Delegates investigated the operation of the state's arms manufactory, largely in response to complaints lodged during the militia mobilization that followed the Chesapeake-Leopard Affair of June 1807; Clarke submitted a report on his conduct on December 28th (1807.080), and Gov. Cabell presented an account of the arms available and distributed on January 14th (1808.004); the committee then issued an unpublished report on February 4th that was critical of Clarke and his experimenting with unsuitable materials rather than manufacturing the arms needed to meet the British threat; herein, Clarke pointedly justified his conduct as the session ended.
