XXXIX of the Acts of the First Session of the Tenth Congress, enacted March 30, 1808; this legislation enabled the president to more quickly respond to threats to the country's security without having to transport federal troops to site of the threat.
  Under the provisions of this act, the Jefferson administration requisitioned 10,198 Virginia militia men on October 29, 1808; this item evidently published to evince authority for the call-up order that followed (1808.052); the troops were dismissed from service in May 1809.
