- notes: Cabell's last annual message to the Assembly as he retired from office after serving the last of three one-year terms, the maximum allowed under the state constitution. Cabell's address was accompanied by eleven supporting documents, five of which were ordered printed (500 copies) separately from the journals (items G, H, I, K) for the use of the Assembly during its deliberations; those four items were: G) a letter from justices of General Court (1808.087) with Comments On Judges And Arrangement Of Districts (1808.088); H) a statement of the state's revenue (1808.089); I) a statement on the operation of the penitentiary (1808.090); and k) an extract from minutes of the penitentiary's board of visitors most recent meeting (1808.091).
