- notes: No copy known extant; the conflicting dictates issued by Great Britain and France concerning maritime trade in the Atlantic, and the Jefferson administration's Embargo Act in response to them, resulted in a large number of petitions and memorials being submitted to the General Assembly; these were submitted to a select committee who offered this report on December 19, 1808, and the House immediately ordered 250 copies printed by public printer Samuel Pleasants, for use of the Assembly in its deliberations. An amended version of the resolutions in this report was ordered printed in January (1809.001) before a set of resolutions was finally adopted on February 16th (printed in the acts of this Assembly session).
