- notes: No copy known extant; Swem supplied title; however, he erroneously reported that Tyler's letter was printed with accompanying documents; those enclosures numbered 13 item, and so the actual order recorded in house journal applies to the letter only, which discussed each of those items only briefly; the majority of the text concerned Tyler's views on the ongoing foreign- affairs crisis with France and Great Britain and an appeal to create a public-school system in Virginia; neither topic is found in the documents, though they were a part of the deliberations of this session.
