- notes: Petition here was evidently part of a concerted effort to expand the capitalization of the Bank of Virginia sufficient for creating a branch of that bank at Lynchburg; this petition was accompanied by like ones from the town of Lynchburg (1810.095) and from residents in 22 nearby counties (1810.094); primary problem was that the bank's charter allowed only its current shareholders to make such decisions, so request entailed altering the bank's charter; as a result, this effort failed for want of support among the bank's friends in the Assembly.
