- notes: Smith was then acting as governor after the resignation on March 3, 1811, of James Monroe to become Secretary of State in the Madison administration; Monroe succeeded John Tyler Sr. in January 1811 after he had resigned to accept a federal judgeship; Smith's subsequent conduct in office led to his election as governor in his own right on December 6, 1811, at the next session of the Assembly; his governorship was brief, however, as tragically he became the most prominent Virginian to die in the Richmond Theater Fire just 20 days later.
Sheet lacks colophon; printing such items was the responsibility of the public printer, then Samuel Pleasants, so the attribution here. Surviving copies are also signed in manuscript by the assistant clerk of the council, John Woodson Pleasants, first cousin to the public printer.
