• notes: In its April 1811 meeting, the Council of State issued several directives regarding the powers that would be exercised by Lieutenant Governor George William Smith as acting governor; he had assumed that office after Gov. James Monroe resigned on March 3, 1811, to become the Secretary of State in the Madison administration; Monroe had succeeded John Tyler Sr. in January 1811 after he had resigned to accept a federal judgeship; Smith's conduct while temporarily in office led to his election as governor in his own right on December 6, 1811, at the next Assembly session; his governorship was brief, however, as tragically he became the most prominent Virginian to die in the Richmond Theater Fire just 20 days later.
