- imprint_number: 1812.039
- title: Council Chamber, Richmond, April 19th, 1812. General orders. … James Barbour.
- sequence_number: 39
- year: 1812
- place_issued: Richmond
- issuing_press: Samuel Pleasants
- author: Barbour, James (1775-1842), governor.
- notes: Only known copy held by the Library of Virginia; Swem did not see this and so recorded title from a payment made to Pleasants on April 20, 1812, for printing these orders. President Madison had requisitioned 12,000 men from the Virginia militia in the face of deteriorating situation with Great Britain (under a law enacted after Chesapeake-Leopard affair of 1807); here Barbour issued orders that drew specific troops from the state's various militia units; these orders antedate the June 18th declaration of war with Great Britain.
