• notes: Herein, the Federalist Quincy objected to a 20,000 man increase in the size of the Army (to 55,000) proposed by this bill, seeing that increase as a way for Madison's cabinet to not only invade Canada (as was planned) but to suppress dissent in the country and establish the cabinet members as a permanent French interest in the United States. Despite his protests, the bill passed on January 29th (Chap. XVI of Acts of Twelfth Congress, Second session).
  Quincy's speech drew a reply from Speaker Henry Clay three days later (1813.058).
