• notes: Petitioners asked for a new toll bridge in Richmond using Dabney's Island as a crossing point from the lands on Thomas Wilson on the Richmond side to those of James Upshaw on the Manchester side; two petitions were received on December 13, 1815, one from Richmonders and one from Henrico County residents; one week later, James Mayo, who owned the sole working toll-bridge in Richmond, filed protests against this petition and an earlier Assembly act authorizing another toll-bridge, seeking to preserve his monopoly (Mayo's Bridge); in the end, the Wilson's request was granted (Chap. LXIX of Acts of December 1815 Assembly).
  Only known copies, held in the state archives at the Library of Virginia, lack colophon; item has a clear Richmond focus, and so a certain Richmond origin, but the issuing press cannot be determined from this document alone.
