Item carries caption title only, so lacks an imprint; Ritchie was ordered to print 500 copies of this report when it was presented, as the title indicates, for the use of House of Delegates in their deliberations; this report recommended that the Assembly the create a fund to finance internal improvements from monies the state would soon receive in reimbursement for war-time expenditures made in support of the federal government; the Assembly created just such a fund in law passed February 5, 1816 (Chap. XVII of Acts of December 1815 Assembly).
