- notes: No copy known extant; Ritchie was ordered to print 500 copies of this report when it was presented on January 14, 1816, for the use of House of Delegates in their deliberations.
The Literary Fund was intended to finance a system of public schools in the state; this session assigned some of the monies Virginia was about to receive in reimbursement for war-time expenditures made in support of the federal government; the fund's directors, however, chose to invest their capital in order to generate more funding, rather than spend the initial funds immediately, and so lost most of that capital in the Panic of 1819.
