- notes: No copy known extant; Ritchie was ordered to print 250 copies of this report, along with the four accompanying statements, on January 18, 1916; Swem records this letter as separate item from the supporting documents (1816.006); that entry also notes that Burfoot's report was then late in coming to the Assembly, so stresses the apology in the title he supplied; that delay was occasioned by the lack of clerical help, which the Assembly addressed by creating several new clerkships in the Executive branch to deal with ever-increasing workloads.
