- notes: No copy known extant; Ritchie was ordered to print 250 copies of this bill on January 22, 1816, for the use of the Assembly in its deliberations; however, he subcontracted the work to another unnamed printer (probably his protégé Thomas Burling, the new printer to the Senate), as evinced by a letter to the Speaker dated January 31st, Ritchie gave the reasons who printing this bill had been delayed; despite that delay, the House was unconvinced of the necessity of these banks and so the bill failed in this session.
