- notes: This was Nicholas's final annual report as governor, as he declined the offer of a third term, and so left office when his second term expired on December 11, 1816. Herein he reported that he had called the Assembly to session three weeks earlier than planned to deal with the banking crisis created by an act of the previous Assembly, which required the payment of specie on demand, leading to a shortage of specie for Virginia's banks to distribute thusly.
No copy known extant; Thomas Ritchie, the public printer, was ordered on November 11, 1815, to print 500 copies of this message, along with five sets of documents accompanying the report, for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
