• notes: Committee was charges with considering petitions for chartering a company to build a canal along James in Chesterfield and Goochland (1816.147); committee's majority considered the proposal favorably, arguing that the James River Company (who opposed this plan) had not fulfilled the dictates of their charter; the minority argued the position advanced by the James River Company that the cost of such a canal made the plan unfeasible; the House ordered that the majority report be printed with the minority report as a proposed amendment to it. The division meant that no action was taken either for or against James River Company at this session of Assembly.
  No copy known extant; Thomas Ritchie, the public printer, was ordered on December 26, 1816, to print 250 copies of this report for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
