- notes: A bill was drafted early in this session (1816.166) proposing several new banks in the state; that bill was eventually defeated February 5, 1817, after three sets of amendments were also published and considered (1816.167, 1817.001, 1817.002); upon that defeat a new bill was drafted to establish banks at Winchester and Wheeling, while the sections of that failed bill concerning the creation of banks to sustain the Literary Fund were offered here as another possible replacement bill; however, it was never formally brought before the House.
No copy known extant; Thomas Ritchie, the public printer, was ordered on February 5, 1817, to print 250 copies of these provisions for the use of the Assembly.
