Several petitions were entered asking the Assembly to authorize construction of a toll-free bridge across the James just outside Lynchburg (1817.111); that proposal was opposed by the company chartered in 1810 to operate a toll-bridge at what was once Lynch's Ferry (1817.112); the contentious matter was referred to this committee, which determined that the toll-bridge company had acquired the rights to that bridge as a speculative venture, and so could not expect the state to guarantee them a monopoly; thus, the petitioners were granted permission to build their toll-free alternative outside the town (Chap. LXXI of Acts of December 1817 Assembly).
  No copy known extant; Thomas Ritchie, the public printer, was ordered on January 14, 1818, to print 250 copies of this report for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
