- notes: Bill was response to petitions submitted December 11th (1817.113) to second consecutive Assembly session seeking a canal on the Manchester side of the James River, as patience with slow progress of the James River Company in circumventing the falls of the James at Richmond and Manchester waned; after being denied in preceding session, this Assembly granted the request (Chap. LXIV of Acts of December 1817 Assembly).
No copy known extant; Thomas Ritchie, the public printer, was ordered on January 28, 1818, to print 250 copies of this bill for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
