• notes: Only known copies held by the Library of Virginia and the Virginia Historical Society; only the order that these reports be printed was recorded in the House journal, not their content; the VHS catalogue entry describes first report as being a summary of testimony gathered, which indicated that "the James River Company was not in compliance with the charter: the locks, canals, and river were poorly constructed and not maintained," and second report being a set of proposed resolutions to rectify the problems described in the first. Thomas Ritchie, the public printer, was ordered on February 5, 1818, to print 250 copies of these reports for the use of the Assembly, so the attribution here to the partnership then conducting his press.
