Petitioners here asked that Assembly incorporate a company to build new transportation links from the James River to the rivers of the western Virginia counties emptying into the Ohio River; this petition was received by House of Delegates on December 19, 1818, so establishing its date.
  Language herein replicates that in the Memorial of Kanawha County Committee for Internal Improvements (1817.109), which first met in September 1817 in the recently incorporated town of Charleston, and the Memorial of Inhabitants on Rivers of Western Virginia (Federal) submitted to the first session of the Fifteenth Congress (1818.120); as no press operated in Charleston until 1820, item evidently issued from a press located elsewhere; the run of the committee's initial imprints held by LVA suggests a Richmond origin, but such an attribution is speculative at best, so the indeterminacy here.
  The Assembly's deliberations over this request led to a resolution (No. 2, passed February 26, 1819) asking state's Boards of Public Works to determine "best practicable communication for improving trade" and submit an estimate for building that route to the next Assembly.
