- notes: Only known copy, held by the Duke University Library, lacks colophon; Lewis represented the congressional district centered on Lynchburg, so suggesting that this circular letter originated there; however, Lewis had completed a lengthy service in the Assembly before being elected to Congress in 1817, so this may have originated in Richmond; the letter could also have been issued from a Washington press as well, so leaving the question of origin unanswerable without further evidence. Hummel assigned this title to a Virginia press, so the entry here.
