- notes: Petitioners sought changes in the selection of the directors of the Winchester branch of the Farmers’ Bank of Virginia that would exclude those persons they "denominated Shavers or Usurers," apparently in response to ongoing efforts among some in the Assembly to repeal the state's usury laws; petition was received by the House on December 7, 1819, and sent to the committee on finance, which did not subsequently issue a report on the request.
Only known copy, held in the state archives at the Library of Virginia, lacks colophon; as petition was signed by the bank's stockholders in Winchester, the sheet was certainly printed there; however, with at least two working presses in town then, the origin of this title cannot be determined without further evidence, so the indeterminacy here.
