Baldwin (1789-1862) of Augusta County that laid out the objections of many in the Assembly to admitting the Missouri Territory as a state only if the new state's constitution outlawed slavery there; Baldwin makes the argument that such is unconstitutional, as slavery is recognized as a legitimate practice in the 1787 Constitution.
Thomas Ritchie, the public printer, was ordered on December 27, 1819, to print 250 copies of this bill for the use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
