Baldwin (1789-1862) of Augusta County that laid out the objections of many in the Assembly to admitting the Missouri Territory as a state only if the new state's constitution outlawed slavery there; Baldwin makes the argument that such is unconstitutional, as slavery is recognized as a legitimate practice in the 1787 Constitution.
