• notes: A report produced annually by the House was in this session the beginning of an assessment of the fiscal state of the Commonwealth following the revelation that John Preston, the incumbent treasurer, had comingled his finances with those of the state, which led in turn to an intensive investigation of the Treasury Department by this Assembly.
  Thomas Ritchie, the public printer, was ordered on January 17, 1820, to print 250 copies of this report and its accompanying documents for use of the Assembly, so the attribution here to the partnership then conducting Ritchie's press.
