• notes: No copy known extant; Swem recorded title from voucher paid to Shepherd & Pollard. Earlier in the year, Gooch became a partner to Thomas Ritchie, his wife's cousin, in publishing the Richmond Enquirer; while such a letter would usually be assigned to Ritchie as public printer, here it was given to the firm of Samuel Shepherd & William Pollard, who often subcontracted public work from Ritchie, probably in effort to distance both Gooch and Ritchie from charges of profiteering from their familial relationship; still, Gooch's association with Ritchie, as well as his membership on the board of directors of the Farmer's Bank of Virginia, forced him to resign from his public post as adjutant general in March 1821, just after end of the ensuing General Assembly.
