- notes: The December 1815 Assembly was flooded with petitions from across the state asking for changes in all levels of the state's judicial system; this item, as recorded by Hummel from the state archives at the Library of Virginia, sought changes in the operation of the county courts as judicial bodies, and of the way those courts selected juries; the only such petition received by the House on December 18, 1815, that date Hummel noted, came from Loudoun County, so suggesting a Leesburg origin for this title; however, the numerous judiciary petitions that were received that same day leave it an open question as to whether this was one of several similar items, but the only completed one submitted on that day, so the indeterminacy here.
